Introduction

With the support of the Ministry of The National Science and Technology Council(NSTC), National Yang Ming Chiao Tung University (NYCU) established an alliance with the University of Malaya (UM) and National University of Malaysia (UKM) to jointly establish the “Taiwan-Malaysia Oversea Science and Technology Innovation Center” and set up its offices in the Guangfu Campus of NYCU, as well as in UM and UKM separately.

The high-tech industry in our country currently is dominated by electronic semiconductor-related technologies and is quite mature already, while the biotechnology is an emerging industry in the 21st century. Many major technology countries around the world are led by their governments to assist their countries’ biotechnology industry development and the cultivation of biotechnology talents. NYCU is not only known for its pioneer in electronics and semiconductor technology, but also committed to the development of biotechnology. The emerging industry that combines electronic semiconductor and biotechnology will become the highlight of the future development of the technology industry. The combination of these two important technical fields make the prospects of the industry future unlimited. Out center develops new types of electronic and biological cross-field technologies to enhance the competiveness of related industries in cooperating countries through cross-country and bilateral academic cooperation.

Due to the close cooperation between NYCU, the Faculty of Medicine of UM, and the UKM’s Institute of Microengineering and Nanoelectronics (IMEN) in the past, we have actively promoted the “New Southbound Policy” under guidance of the The National Science and Technology Council(NSTC), and we further encourage domestic academic institutions and 18 new southbound target countries to enhance technological exchanges. The “Taiwan-Malaysia Oversea Science and Technology Innovation Center” was jointly established with the two top universities in Malaysia to actively promote academic research between Taiwan and the new southbound country, and to strengthen the exchanges of outstanding young people between the two countries. In order to further promote the research and development of NYCU in this high-tech cross-field, the three universities will use their accumulated strength in related fields to seize opportunities, actively connect the medical and engineering talents, and invest in related R&D and education training work, in order to expand the bilateral technology development, industry connection, and practical application to further enhance the research strength and international reputation of both parties.

Mission and Vision

The Taiwan-Malaysia Oversea Science and Technology Innovation Center has four main missions

  1. Cultivate outstanding talents with an international outlook
  2. Deepen the academic exchanges between Taiwan and Malaysia on semiconductors and biotechnology
  3. Encourage transnational cooperation in innovative R&D and entrepreneurship that combines biotechnology and semiconductors
  4. Promote the joint dual programs of the three universities in Taiwan and Malaysia in semiconductor and biotechnology, including dual master’s and doctoral programs.

 

It is hoped that based on the excellent development of electronics, information, science and technology, and other related fields basis, and further combine with the cross-field R&D and talent cultivation of biotechnology, coupled with the outstanding performance of the University of Malaya and the National University of Malaysia in medicine and engineering, the two sides will fully integrate the teaching and research energy of biology, engineering, electronics and medicine, enabling the National Yang Ming Chiao Tung University, University of Malaya, and National University of Malaysia to become the world’s top universities in related fields, with the goal of achieving first-class teaching and research results.

Through the establishment of the “Taiwan-Malaysia Oversea Science and Technology Innovation Center”, we can more closely promote more bilateral cooperation between the National Yang Ming Chiao Tung University, University of Malaya and National University of Malaysia, and prompt the three universities’ college students, teachers, research scholars and physicians’ two-way exchanges in teaching, research, medical treatment, etc. We are working hard toward co-publishing high-impact articles, and are able to make huge breakthroughs and contributions toward the fields and industries of semiconductors, biotechnology, biomedicine, drug development, cancer treatment, and biomedical sensing.

The center intends to play a role as a scientific research bridge between Taiwan and Malaysia in related fields, to establish a platform for industry-university cooperation and innovation-entrepreneurship. The research areas focus on new drug development, drug delivery systems, bioinformatics and system biology, cancer research, electronic semiconductors and bioengineering. In the future, we will jointly apply for and promote national science and technology plans and transnational science and technology plans, and develop key technologies in related industries to deepen the bilateral academic cooperation between Taiwan and Malaysia, promote the training and cultivation of high-level technical talents in the two countries, improve the technology industry of the two countries, and strengthen the international relations between the two countries.  This project will leverage the experience of implementing the project to establish new substantive cooperation and technological innovation exchanges with other well-known universities or institutions in the new southward countries surrounding Malaysia.
